The Town has hired a civil consultant, EXP Services Inc., to prepare the detailed design of the reconstruction of Winona Drive.
Background: Winona Drive is a 170 meters long two-lane local road located in Whitchurch-Stouffville between Rupert Avenue at the north and Main Street at its south end. The road has a rural cross-section consisting of a granular shoulder, partial concrete barriers and mountable curbs in some sections. It partially drains into an existing ditch located along the west side of the road with CSP culverts conveying flows under existing driveways. Existing commercial sites and businesses including a car wash, restaurants, a strip mall, and an Esso gas station are located along the road with two residences near the Rupert Avenue intersection.
What: The proposed works will consist of full reconstruction of Winona Drive including the replacement of the existing boulevard, curb and asphalt, the construction of a new sidewalk along the west side, and sanitary sewer replacement. The existing water mains will be evaluated and replaced if needed.
Why: The Community of Stouffville Secondary Plan identifies Winona Drive in an area designated as the Western Approach Area that requires reconstruction and upgrades to the existing infrastructure. The road is also identified in the Town's 2018 Active Transportation Servicing Plan (ATSP) to be considered for Active Transportation facility upgrades.
When: The design process started in the fall of 2022 and is expected to be completed by mid-2023. Construction is planned to start in summer/fall 2023 and be completed by winter 2024. A Public Information Centre (PIC) will be held in early 2023 where the Town Staff and Engineers will present the proposed design during which the area residents and businesses will have the opportunity to review the proposed designs, provide feedback and raise their concerns.

Who: The Town has retained EXP (Engineering Consultant) to complete the preliminary and detailed design, construction inspection and contract administration. The construction project will be publicly tendered in summer / fall 2023 and a contractor will be selected.
