Whistle Cessation Upgrades

Project Overview
The Town is completing upgrades at the Hoover Park Drive and Reeves Way Boulevard railway crossings to meet federal rail safety requirements and enable whistle cessation (removal of routine train horn use).
Currently, trains are required to sound their horns at these crossings for safety. To safely eliminate this requirement, both locations must meet specific standards under the Railway Safety Act, including upgraded infrastructure, signage, and pedestrian safety features.
This work builds on a project first approved in 2019 and reflects updated requirements from Metrolinx following detailed design and coordination. These upgrades will improve safety for pedestrians and drivers while allowing for a quieter surrounding environment once complete.
This project will:
- Improve safety at railway crossings for pedestrians, cyclists, and drivers
- Upgrade infrastructure to meet current rail safety and accessibility standards
- Enable whistle cessation at both crossings
- Enhance the surrounding environment by reducing train horn noise
The project has progressed through planning, detailed design, and coordination with Metrolinx to meet all regulatory requirements.
Construction will be completed in phases:
Phase 1: Hoover Park Drive railway crossing upgrades
Phase 2: Reeves Way Boulevard railway crossing upgrades
Work includes sidewalk reconstruction, installation of pedestrian maze barriers, pavement markings, signage, and road approach improvements. Full-time inspection services are in place to ensure compliance and quality throughout construction.
