IMPORTANT NOTICE

To all outstanding meter replacement accounts: the Town is distributing notices during October 2020 to all outstanding meter replacement accounts. As of Q4 2020, the Town plans to shift all meter reading and processing activities to the remote system. This will directly affect remaining manual-read meters. The notice will include important information pertaining to your water billing account.

On December 1, 2020, Neptune Technologies gave the following presentation to Whitchurch-Stouffville Council outlining the progress on the project.



Health & Safety

The Town of Whitchurch-Stouffville and Neptune Technology Group take health & safety very seriously. After careful consideration and monitoring developments from the Government of Ontario; The Town and Neptune will resume full replacement operations as of June 22nd. Enhanced Health & Safety protocols are in place in order to protect residents, technicians, and Staff as we work towards completing the water meter replacement program.

New Health & Safety measures will include:

  • Neptune technicians and equipment sanitized between appointments
  • Appropriate physical distancing measures in place during appointments
  • Additional PPE utilized by resident request
  • Requirements for signatures and document handling will be modified
  • Multiple daily health checks performed between Neptune technicians and supervisors
  • Appointments will be rescheduled if at any time homeowners or technicians feel unwell

Program Details

The Town of Whitchurch-Stouffville has established a mandatory Water Meter Replacement Program to provide better service to our residents, upgrade our technology and improve our infrastructure. The initial phase of the program will involve installing, replacing and retrofitting water meters and transmitters. Typically, the water meter is found in your basement or crawl space. The transmitter will be installed on the outside of your home.


Installation Process

Installations will be carried out on an area by area basis. As installers move into your area, you will receive a brochure in the mail, which will contain booking information along with details about the program.

When you receive a brochure from Neptune Technology Group Canada you will be asked to schedule an appointment within two weeks.

Meter installation appointments can be made to fit your schedule. The work typically takes 30 – 90 minutes to complete. A transmitter will also be installed on the outside of your home. This will allow the Town to read the water meter from outside of your house and will eliminate the need to gain access to your property to read the meter.




Prior to the Installation

Please ensure the area around the existing water meter is clear and accessible. In addition to clearing this space, please leave ample room for the installer to work. Your existing shut-off valve should be located where the water service comes into your house. Check your main water shut-off valve to make sure it is operable.

The Water Meter Replacement Program will give you better, more timely information on your water usage. Thank you for your help in making this program a success.


Advanced Metering Infrastructure (AMI) Network


The AMI network will consist of antenna collectors installed at strategic positions around Town. The AMI component of the Water Meter Replacement Program will allow water meter readings to be taken remotely without Town staff having to visit your home. Water usage and meter reading could then be queried remotely with reading results updated several times throughout the day. This will allow unusual water usage (including continuous consumption, reverse flow, and operational issues) to be investigated.
