Downtown Stouffville Revitalization Project

Years ago, the Town of Whitchurch-Stouffville created The Strategic Plan of Action for Downtown Stouffville. Rooted in this plan, was the creation of a strong foundation for the renewal and expansion of the downtown area of Stouffville.

As a result of this strategic plan, several action items have taken place to support downtown revitalization. These included the hiring of a dedicated Downtown Coordinator; the creation of the Downtown Stouffville Working Group (DSWG) consisting of downtown merchants and business owners; the development of a downtown Community Improvement Incentive Program (CIP); the introduction of special events to support greater community involvement; the establishment of a Main Street Reconstruction Committee and a Parking Review Committee; and a number of development related projects to support revitalization.

To help further the advancement of Downtown revitalization, town staff and the DSWG is looking for your opinion of the Downtown core. Please fill out our survey and let us know what you think.


Geographic Setting

Downtown Stouffville consists primarily of the area transected by Main Street between Ninth Line to approximately 300 m east of Park Drive. The properties facing Main Street are included as are areas on Freel Lane, Library Lane and Edward Street. Additional properties on Park Drive, Commercial Street, Market Street and Mill Street are also included within downtown. Click the map for a larger version.

Mandate of the Downtown Stouffville Working Group

The DSWG is a union between the Town and Downtown-oriented volunteers working together to bring stability to Downtown Stouffville; to promote and secure investment and redevelopment opportunities; and to develop a strategic, dedicated and targeted approach to downtown revitalization, including marketing, communications, beautification and events.


Goals & Objectives

The objectives of the DSWG are:

  • To maintain and increase the commercial tax base of Downtown Stouffville
  • To stimulate the economic, social and physical properties of Downtown
  • To balance historic preservation with economic growth potential
  • To promote Downtown Stouffville as a shopping, cultural and tourism destination
  • To identify opportunities or barriers that contribute or detract from Downtown Stouffville as a vibrant place to live, to work and to play
  • To cultivate a community of all Downtown property and business owners and residents, while advocating, beautifying and actively promoting Downtown business
  • To act as a strategic advisor to facilitate visioning, planning and coordination on projects/issues/plans within Downtown Stouffville
  • To act as a champion for Downtown Stouffville supporting collaboration, entrepreneurship and investment
  • To oversee subcommittees of its members and/or other interest groups or individuals to respond with specific issues/projects, and to form more subcommittees as needed. Sub-Committees include Communications/Marketing, Events, Beautification, and Urban Affairs.


Development of a Downtown Strategy

The DSWG is focused on the development of a Downtown Strategy which will include the establishment of a long-term vision and the identification of objectives and key action items. Public input and consultation is a critical element to ensure that the final Downtown Strategy reflects the current and long-term needs of all stakeholders, including businesses, community stakeholders and residents.

How You Can Get Involved:

  • By filling out our community survey: a public on-line survey is linked here to seek your input regarding the revitalization of the historical downtown. It is designed to capture the thoughts and comments regarding the perceived strengths, weaknesses, opportunities and challenges of the downtown core. The survey will be available online until September 11, 2020.
  • Focus Group Sessions - Two in-depth focus group sessions, both with key stakeholders sharing their vision for the downtown, are planned for August 24 and August 25, 2020.

The results of the survey and focus groups will help guide the next steps as we begin to finalize a long-term vision and create a strategic plan.

We are aiming to have a draft Strategy developed by mid fall with a final draft presented to Council in late fall of 2020.
