About the Project
The Town of Stouffville is preparing a Complete Streetscape Design: Public and Private Realm Standards Manual. The primary purpose of this manual is to provide direction on how the public and private realm including streets, public spaces, outdoor spaces within private developments, key gateway locations in the Town, etc. should to be designed to help implement the Town's New Official Plan’s vision for building complete communities that are inclusive of all elements of an attractive and complete public realm in order to enhance the character of the community.
Background
In response to development pressures within the Town, the Community of Stouffville Main Street Built Form and Urban Design Guidelines were produced in 2022 that outline a cohesive vision for the Main Street corridor, encouraging complete and healthy communities, while protecting the Town’s agricultural, environmental, and cultural heritage resources, and exemplifying contemporary best practices in urban design. While these guidelines provide general recommendations regarding the introduction and placement of streetscape elements in the public and private realm, they lack detailed design considerations, standards, and palettes, and exclude areas outside of the Main Street Corridor from discussion. As the Town of Stouffville continues to grow, it is important that direction is provided for the planning and design of the public and private realm in order to create a high quality, people-oriented environment that supports the Town’s vision for building complete communities.
Project Timeline to Date and What is to Come
Previous: Project was awarded to CIMA+ in April 2025. The project team gathered and reviewed background documentation including review of other municipality’s manuals, identification of key opportunities and priorities, and site visit to key areas in the Community. Current: The draft manual is under development and presentation materials are being prepared to present to the public in early 2026. Upcoming: An online public survey to receive feedback on the draft manual. The Project Team will then refine and finalize the manual for presentation to Council along with the final manual expected in Spring 2026.
